Some students were really worried that just qualifying for the NET examination will not be sufficient enough to become an Assistant Professor. The University Grants Commission (UGC) has released a draft of the “Minimum Qualifications for Appointment and Promotion of Teachers and Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education” regulations for 2025. This document lays out detailed guidelines for recruitment, qualifications, and notable contributions to enhance the quality of higher education. 

Let us first understand what a draft regulation means. Here, we need to practically apply comprehension. Draft simply means that it is not a final deal. 

What is a draft regulation?

A draft regulation is a preliminary version of a formal rule or set of rules proposed by a governing body, organization, or regulatory authority. It outlines specific guidelines, standards, or requirements intended to regulate certain activities, practices, or sectors.

Draft regulations are typically shared publicly to invite feedback, suggestions, or objections from stakeholders, experts, and the general public. This consultative process ensures that the final regulation is well-informed, balanced, and effective in achieving its intended purpose.

The draft regulation serves as a foundation for discussion and revision before it is officially adopted and enforced as a binding rule.

General Conditions for Recruitment and Promotion

1. Merit-Based Recruitment: Recruitment for Assistant Professor, Associate Professor, and Professor positions will be conducted through an all-India advertisement followed by a selection process by a duly constituted Selection Committee.
2. Eligibility Across Disciplines:
   • If you have done your Ph.D. in a discipline different from your undergraduate or postgraduate studies, you will be eligible for appointment only based on your Ph.D. discipline.
   • Similarly, if you have cleared NET/SET in a different discipline than your undergraduate or postgraduate degree, you will be eligible for Assistant Professor positions based on the discipline of NET/SET.
3. Relaxation in Marks:
   • A 5% relaxation in marks will be provided if you belong from SC/ST/OBC (Non-creamy Layer)/EWS/Persons with Disabilities categories at both undergraduate and postgraduate levels.
   • Ph.D. degree holders who completed their postgraduate degree before September 19, 1991, will also receive a 5% relaxation.
4. Indian Languages and Knowledge System:
   • The UGC encourages qualifications and publications in Indian languages.
   • Contributions to teaching and research in Indian Knowledge Systems and innovative teaching methods will be emphasized during the selection process. Not a problem! You have Natyashastra (Indian Aesthetics) and Indian Writing in English in the UGC–NET English Literature syllabus. Do you still see a problem? 

Notable Contributions for Recruitment and Promotion

The regulations emphasize innovative and impactful contributions in the following areas:

Teaching Faculty:

• Innovative teaching methods.
• Development of research or teaching laboratories.
• Consultancy or sponsored research projects.
• Contributions to Indian Knowledge Systems and teaching in Indian languages.
• Creation of digital content for MOOCs and community engagement activities.
• Promoting startups and raising funding as part of intellectual property policies.

Mandatory Qualifications

Assistant Professor (Academic Level 10):

To be eligible for the position of Assistant Professor, you must meet one of the following criteria:

• UG Degree (NCrF Level 6): At least 75% marks or PG Degree (NCrF Level 6.5): At least 55% marks, along with a Ph.D. (NCrF Level 8).
• PG Degree (NCrF Level 6.5): At least 55% marks and qualification in NET/SET/SLET.
• PG Degree (NCrF Level 7, e.g., M.E., M.Tech.): At least 55% marks.

Nowhere in the document it has been mentioned that the UGC-NET scores will not count anymore. No, it is not mandatory. What is the fear about? Face it and release yourself from its grip. 

Ph.D. Requirement:

The Ph.D. degree will be mandatory for promotion to Assistant Professor (Academic Level 12), Associate Professor (Academic Level 13A), and Professor (Academic Level 14).

Publication Standards

Research publications must be in peer-reviewed journals, and books or book chapters must be published by recognized academic or professional publishers. Self-published works will not be considered.

Equity and Inclusion

To ensure representation, the regulations mandate the inclusion of SC/ST/OBC/Minority/Women/Persons with Disabilities as part of the selection committees if candidates from these categories are applicants.

Special Provisions

• If you have registered for a Ph.D. before July 11, 2009, you will be exempted from the NET/SLET/SET requirement for Assistant Professor positions.
• Up to 20% of faculty strength can be granted study leave to pursue Ph.D. degrees without affecting their active service.
